By the end of the 2017/18 season Burns had made over 100 senior appearances, scoring over 300 points for the Cherry and Whites, having made 29 appearances and 24 starts during the 2017/18 season. The Irish-Qualified fly half then signed a two-year deal with Ulster in July 2018. January 2020 saw Burns get a call-up in Ireland's 35-man squad as one of 5 uncapped players for the 2020 Six Nations, and he made his debut for Ireland on Friday 13th November against Wales in the Autumn Nations cup 2020.

Billy, who made his Gloucester first-team debut in February 2012, was nurtured at Hartpury College. Since his debut, the young playmaker made over 50 appearances in the Cherry and White jersey, starting the first five Premiership games of the 2017 season. The Junior World Champion from 2013 displayed undoubted skill and potential, with this leading to Director of Rugby David Humphreys moving swiftly to ensure that Burns stays at Kingsholm, extending his contract beyond 2017.
